Canada pioneered the concept of Residency by Investment. Other countries have since developed similar programs modeled on Canada's original initiative.
The Canadian Immigrant Investor Program
In 1986, Canada launched the Immigrant Investor Program, a federal government initiative to encourage foreign direct investment. By its final incarnation in 2010, the program required:
- Proof of business experience managing a company with at least 5 employees
- A net worth of at least C$1,600,000
- Investment of C$800,000 in the Government of Canada, refundable after 5 years
- Satisfaction of health and security requirements
Investors could include immediate family members as dependents, all of whom would become eligible for permanent residency.
The program was terminated in 2014.

Inspired by Canada, the U.S. launched the EB-5 Investor Visa in 1990, and the U.K. introduced the Tier 1 Visa in 1994.
